국토교통부는 지난달 전세사기피해지원위원회 전체회의를 세 차례 열어 모두 1476건을 심의했고, 이 가운데 609건을 전세사기 피해자 등으로 최종 의결했다고 8월 7일 밝혔습니다. 이로써 피해자로 최종 인정된 사례는 누적 4만278건이 됐습니다. 피해자 가운데 40세 미만 청년층이 75.9%를 차지했고, 지역별로는 수도권이 60.7%로 가장 많았습니다. 한국토지주택공사가 사들인 전세사기 피해주택은 7월 말 기준 1만256호입니다.

Translation

The Ministry of Land, Infrastructure and Transport announced on August 7 that it held three plenary meetings of the Jeonse Fraud Victim Support Committee last month, reviewing 1,476 cases in all, and finally resolved 609 of them as jeonse-fraud victims and the like. With this, the number of cases finally recognised as victims has reached a cumulative 40,278. Among the victims, young people under 40 accounted for 75.9%, and by region the greater Seoul area was the largest at 60.7%. Damaged homes bought up by the Korea Land and Housing Corporation stood at 10,256 units as of the end of July.

The past marker -았/었- followed by the connective -고 joins two completed events in one sentence. Because tense is already carried here, the clause after it does not repeat it: 심의했고 … 의결했다고. In long news sentences this is how several steps of one procedure are chained without starting a new sentence for each.

이로써with this, as a result of this

이 ('this') plus 로써 ('by means of'), used at the head of a sentence to say that what was just described brings about the state that follows. It is how statistics writing moves from a single month's action to the running total. Distinguish 로써 (means) from 로서 (a role or capacity) — they sound close but are not interchangeable.
