8월 7일부터 부모가 미성년 자녀의 출입국 사실 증명서를 정부24에서 온라인으로 신청할 수 있게 됐습니다. 그동안은 부모가 주민센터를 직접 찾아가야 했습니다. 가족이 모두 해외에 살기 때문에 국내 친척에게 부탁하거나 한국에 돌아와야 하는 경우도 있었습니다. 이번 서비스는 지난 6월 12일부터 해 온 시범 사업을 넓힌 것입니다. 시범 사업에서는 8월 2일까지 모두 6,821건의 신청이 처리됐습니다. 행정안전부는 이제 부모가 자녀의 증명서를 온라인으로 쉽게 받게 됐다고 밝혔습니다.
Translation
From August 7, parents can apply online through Gov24 for a certificate of their minor child's entry and exit records. Until now, parents had to go to a community service center in person. Because some families all live abroad, there were also cases where they had to ask a relative in Korea or come back to Korea themselves. This service is an expansion of a pilot program that has been running since June 12. In the pilot program, a total of 6,821 applications were processed by August 2. The Ministry of the Interior and Safety said that parents can now easily receive their children's certificates online.

Attached to a verb stem, -게 되다 says that a situation has changed and something has become possible or has come about, usually through an outside decision or circumstance rather than the speaker's own will. The past form -게 됐습니다 marks the change as already complete: 신청할 수 있게 됐습니다 means the ability to apply did not exist before but exists now.
Example: 다음 달부터 저는 지하철로 회사에 다니게 됐습니다.

-기 때문에because
-기 때문에 attaches to a verb or adjective stem and gives the reason for the following clause. It is a little more formal and more explanatory than -아서/어서, so it is common in news and written Korean. The reason clause comes first, and no imperative or suggestion may follow it.
Example: 오늘은 비가 많이 오기 때문에 밖에 나가지 않겠습니다.
Because it's raining hard today, I'm not going to go out.
-(으)ㄴ 것입니다it is (a case of) having done
것 turns a clause into a noun. With the past modifier -(으)ㄴ on a verb, -(으)ㄴ 것입니다 explains what something is by describing what was done to it: 시범 사업을 넓힌 것입니다 says 'it is (the result of) having expanded the pilot program.' It is a natural way to define or clarify rather than simply report.
