'Yellow Umbrella' Mutual Aid Cap Raised to 18 Million Won a Year for Korea's Small Businesses

중소기업중앙회는 2026년 7월 1일부터 노란우산공제의 부금 납입 한도를 연 1800만 원으로 확대했습니다. 종전에는 월 100만 원·분기 300만 원의 제한이 있던 데 반해, 이제는 연간 한도 안에서 시기와 무관하게 추가 납입이 가능합니다. 이에 따라 12월에 가입하더라도 그달에 1800만 원까지 납입해 해당 연도의 소득공제를 받을 수 있습니다. 공제금 이율도 올라, 노령 등의 사유로 수령할 경우 올해 3분기에는 2분기의 3.2%보다 0.2%포인트 높은 3.4%가 적용됩니다. 폐업이나 사망 시에는 이보다 0.3%포인트 높은 3.7%가 적용됩니다. 2007년부터 운영돼 온 이 제도는 폐업·노령 등 경영 위기에서 생활 안정을 뒷받침하는 사회안전망으로, 올해 6월 기준 재적 가입자는 190만 명을 넘어섰습니다.
Translation
From 1 July 2026 the Korea Federation of SMEs raised the contribution cap on the Yellow Umbrella mutual aid scheme to 18 million won a year. Previously there was a limit of 1 million won a month and 3 million won a quarter, whereas members can now make additional payments at any time within the annual cap. As a result, even someone who joins in December can pay in up to 18 million won that month and claim the income tax deduction for that year. The rate on mutual aid payouts has risen as well: for those claiming on grounds such as old age, the rate applied in the third quarter of this year is 3.4%, 0.2 percentage points above the 3.2% of the second quarter. In the case of business closure or death, a rate 0.3 percentage points higher than that, 3.7%, applies. Run since 2007, the scheme is a social safety net that underpins the livelihoods of owners facing a business crisis such as closure or old age, and as of June this year its enrolled members exceeded 1.9 million.

-(으)ㄴ/는/던 데 반해whereas, in contrast to
A formal written connective that sets two situations against each other. It attaches to a verb or adjective clause: -는 데 반해 for a present situation, -(으)ㄴ 데 반해 for a completed one, and -던 데 반해 when looking back at a former state — the form used in this article (제한이 있던 데 반해). It is much heavier than -지만 and belongs to news and report writing; here it contrasts the old monthly and quarterly caps with the new annual one.

N에 따라 / 이에 따라in line with N, consequently
N에 따라 attaches to a noun and means 'in accordance with N' or 'as a consequence of N'. In news Korean the fixed phrase 이에 따라 opens a sentence that states the result of what was just described, much like English 'as a result'. It is the standard way to chain a policy change to its practical effect.

-더라도even if, even supposing
Attached to a verb stem, -더라도 concedes a hypothetical or unfavourable condition and states that the result still holds. It is stronger and more formal than -아도/어도, and is often paired with an adverb such as 아무리. In the article it makes the point that joining as late as December still secures the full deduction.
