Translation
According to the Ministry of Education and the Korea Student Aid Foundation, applications for student loans for the second semester of the 2026 academic year run from July 1 to November 17. The interest rate has been frozen at 1.7%, the same as last semester, and students can borrow up to 2 million won per semester in living-expense loans. Starting this semester, an "individual total limit" on living-expense loans has been introduced in order to prevent young people from taking on a debt burden caused by excessive borrowing. For four-year universities, the benchmark is 12 semesters — the eight regular semesters plus four more — so the total limit is 24 million won. In addition, the "AI 학업장려 학자금대출" (an AI study-support student loan) is being put into effect for the first time, covering the costs of AI learning — books and course materials, subscription fees for AI tools, purchases of computing devices and the like — at a low interest rate. Students who applied for this loan in advance can receive it only after submitting a "성실사용계획서" (a plan for proper use) on the Korea Student Aid Foundation website during the main application period.

Grammar points
N에 따르면according to N
-에 따르면 attaches to a noun — usually a person, an organisation, or a report — to name the source of the information that follows. It is the standard way Korean news attributes a claim, and it almost always opens the sentence. Note that it marks where the information came from, not a cause.
Example: 교육부와 한국장학재단에 따르면 금리는 1.7%입니다.
According to the Ministry of Education and the Korea Student Aid Foundation, the interest rate is 1.7%.
N(으)로 인한 / N(으)로 인해caused by N, due to N
N(으)로 인해 means 'because of N' and modifies a verb; the form N(으)로 인한 does the same job in front of a noun. Both belong to written, newspaper Korean — in conversation you would hear 때문에 instead. The article uses the noun-modifying form: 과도한 대출로 인한 청년들의 채무 부담, 'the debt burden on young people caused by excessive borrowing'.
Example: 지난주 폭우로 인한 피해가 아직 남아 있습니다.
The damage caused by last week's heavy rain still remains.
-되다 (도입되다, 시행되다, 동결되다)passive: to be done, get -ed
Many Sino-Korean nouns become verbs with 하다 (도입하다 'introduce', 시행하다 'implement'), and turn passive simply by swapping 하다 for 되다: 도입되다 'be introduced', 시행되다 'be implemented', 동결되다 'be frozen'. News Korean leans on this form because it lets the sentence report what happened without naming who did it.
Example: AI 학업장려 학자금대출이 처음 시행됩니다.
The AI study-support student loan is being put into effect for the first time.
