Twenty Universities Restricted from Student Financial Aid, Starting with 2027 Entrants

교육부 학자금지원제도심의위원회가 대학 기관평가 인증 결과와 사립대학 재정진단 결과를 반영해 학자금 지원이 제한되는 대학을 정했습니다. 지원이 완전히 제한되는 곳은 일반대학 8곳과 전문대학 8곳을 합쳐 16곳입니다. 이 대학들의 2027학년도 신입생과 편입생은 국가장학금은 물론 학자금 대출도 받을 수 없지만, 기존 재학생은 학자금 지원 제도를 계속 이용할 수 있습니다. 지원이 일부만 제한되는 대학은 4곳으로, 이곳 신입생은 국가장학금과 취업 후 상환 학자금 대출은 받지 못하고 일반 상환 학자금 대출만 받을 수 있습니다. 제한 대상 20곳을 뺀 288개 대학은 학자금 지원이 가능합니다.

Translation

교육부's committee on student aid has decided which universities will face restrictions on student financial support, taking into account the results of institutional accreditation and of the financial assessment of private universities. Sixteen are fully restricted: eight general universities and eight junior colleges. Entering and transfer students at these universities in the 2027 academic year will not be able to receive the national scholarship, nor any student loan, but students already enrolled can continue to use the student aid schemes. Four universities are only partly restricted, and their entering students cannot receive the national scholarship or the income-contingent loan, and can take only the ordinary repayment loan. Excluding the 20 restricted institutions, 288 universities can still offer student financial aid.

Grammar points

N은/는 물론not only N (but also)

N은/는 물론 names something already expected and then adds a further item, usually with -도 on the second. The force is that the second item is the surprising one: losing the scholarship was the obvious consequence, and the sentence uses 물론 to say the loans go too. Note that 물론 also works alone as an adverb meaning of course, so the pattern is recognised by the 은/는 sitting in front of it.

Example: 신입생과 편입생은 국가장학금은 물론 학자금 대출도 받을 수 없습니다.

Entering and transfer students cannot receive the national scholarship, nor any student loan.

N만only N

만 after a noun means only that one, excluding the rest, and it replaces the object particle rather than stacking with it: 대출만 받습니다, not 대출을만. Do not confuse it with the 만 that follows a length of time, as in 27년 만에, which says how much time has passed since the last occurrence. Here 만 is doing the work of the whole sentence, marking the single thing left after two others were removed.

Example: 일반 상환 학자금 대출만 받을 수 있습니다.

They can take only the ordinary repayment loan.

-되다 (피동)to be done, to get ...ed

Attaching 되다 to a Sino-Korean noun makes the passive counterpart of the 하다 verb: 제한하다 is to restrict, 제한되다 is to be restricted. Administrative writing prefers the 되다 form because it states the outcome without naming who caused it, which is why the universities in this lesson are 제한되는 대학 rather than someone restricting them. When you meet a 되다 verb, it is worth asking who the omitted actor is.

Example: 지원이 완전히 제한되는 곳은 16곳입니다.

Sixteen institutions are fully restricted from support.
