Toilets and Parking on Farmland Can Now Be Built with Only a Notification

농업인과 농업법인은 앞으로 농지에 화장실과 주차장을 신고만으로 설치할 수 있습니다. 별도의 농지전용 절차는 밟지 않아도 됩니다. 농림축산식품부는 이런 내용을 담은 개정 농지법 시행령을 8월 28일부터 시행한다고 8월 27일 밝혔습니다. 규모는 한 필지에 화장실은 수평투영면적 10㎡ 이하, 주차장은 부지면적 25㎡ 이하입니다. 화장실은 가설건축물로 지어야 해서 축조신고를 따로 해야 하고, 농막이나 농촌체류형 쉼터가 이미 있는 필지에는 둘 수 없습니다.
Translation
Farmers and farming corporations will from now on be able to build a toilet and a parking space on farmland with only a notification. They do not have to go through a separate change-of-use procedure. 농림축산식품부 said on August 27 that the amended enforcement decree of the farmland act, containing these measures, takes effect from August 28. The sizes allowed on a single plot are a toilet of 10 square metres or less in horizontal projected area and a parking space of 25 square metres or less in site area. The toilet has to be built as a temporary structure, so a separate construction notification is required, and it cannot be placed on a plot that already has a farm shed or a rural stay shelter.

-지 않아도 되다 removes an obligation rather than forbidding something, which is a distinction worth holding on to: 밟지 않아도 됩니다 means you need not go through it, while 밟으면 안 됩니다 would mean you must not. Deregulation stories are built almost entirely from this form, because what changes is usually a requirement being lifted rather than a new permission being granted. The shorter -안 해도 되다 means the same thing in speech.

-아/어야 하다must, have to
-아/어야 하다 states a requirement, and it is the exact counterpart of the form above, so a regulation story often carries both within a few lines: one duty lifted, another still standing. 되다 can replace 하다 with little change of meaning, though 하다 leans slightly more towards the obligation itself. Here the toilet still has to be a temporary structure, which is why the sentence uses 지어야 해서 immediately after the exemption.

N 이하N or less
이하 means at most, and it includes the number itself, while 미만 excludes it: 10㎡ 이하 allows exactly ten, 10㎡ 미만 does not. The pair on the other side is 이상 (at least, inclusive) and 초과 (more than, exclusive). Regulations are written out of these four words, and reading a threshold as inclusive when it is not is the fastest way to misstate what a rule permits.
Example: 한 필지에 화장실은 수평투영면적 10㎡ 이하, 주차장은 부지면적 25㎡ 이하입니다.
