서울부동산정보광장에 따르면 지난 6월 서울 아파트 전세 거래량은 8058건으로 1년 전 1만3039건과 비교해 38.2% 감소했습니다. 이와 달리 지난해 6월 9622건이던 월세 거래량은 12월 1만2583건까지 늘었고, 올해 6월에는 9858건으로 전세 거래량을 제쳤습니다. 그 배경에는 집을 가진 사람의 보유세 부담을 키우는 종합부동산세 개편이 있습니다. 12억 원이던 1주택자 기본공제가 내년부터 거주 주택은 14억 원, 비거주 주택은 9억 원으로 조정되고, 공정시장가액비율도 60%에서 70%로 높아집니다. 1세대 1주택자가 받는 종부세 세액공제에도 한도가 생겨 2027년 800만 원, 2028년 600만 원까지만 가능해집니다.
Translation
According to the Seoul Real Estate Information Plaza, jeonse transactions for Seoul apartments in June came to 8,058, down 38.2% from 13,039 a year earlier. In contrast, monthly-rent transactions, which stood at 9,622 last June, rose to 12,583 by December, and this June they reached 9,858 and overtook jeonse transactions. Behind this lies a reform of the comprehensive real estate holding tax, which raises the holding-tax burden on owners. The basic deduction for single-home owners, which had been 1.2 billion won, will be adjusted from next year to 1.4 billion won for a home the owner lives in and 900 million won for one they do not, and the fair market value ratio will also rise from 60% to 70%. A cap is likewise being placed on the tax credit that one-home households receive, so that only up to 8 million won will be allowed in 2027 and 6 million won in 2028.

The retrospective modifier -던 marks a state that held over a stretch of past time and no longer holds. It attaches to nouns through 이다 as well: 9622건이던 월세 거래량 = 'monthly-rent transactions, which had been 9,622'. Because the form itself signals that the figure has since changed, statistics writing uses it to set up the new number that follows.
Example: 작년에 20만 원이던 요금이 올해 25만 원이 되었습니다.
The fee, which was 200,000 won last year, has become 250,000 won this year.
이와 달리in contrast to this, unlike this
A sentence-opening connector: 이 ('this') refers back to the whole preceding sentence and 와 달리 ('differently from') marks what comes next as its opposite. Unlike the clause-joining -(으)ㄴ/는 반면, this one stands between two separate sentences, so use it when the contrast is too long to fit in one. 이와 함께 ('along with this') is its additive counterpart.
Example: 지난달에는 비가 거의 없었습니다. 이와 달리 이번 달에는 매주 비가 내렸습니다.

N까지만only up to N (and no further)
까지 ('up to') sets an endpoint and 만 ('only') then excludes everything past it, so the two stack into a ceiling: 600만 원까지만 가능합니다 = 'only up to 6 million won is possible'. Dropping the 만 would leave a figure that merely reaches that point rather than one that stops there — the same claim without the limit, which is why the 만 matters in reporting on caps.

-아/어지다to become ~, get ~er
Attached to a descriptive verb, -아/어지다 turns a state into a change of state: 높다 ('be high') becomes 높아지다 ('rise'), 가능하다 ('be possible') becomes 가능해지다 ('become possible'). Stems with ㅏ or ㅗ take -아지다, others -어지다, and 하다 verbs become -해지다. Compare -게 되다, which reports arriving at a situation, often through outside circumstances.
