'PF·건설사 금융애로 해소센터' 9월 1일 가동…금감원·산업은행이 두 갈래로 운영

국토교통부와 금융위원회가 주택 공급을 촉진하고 건설업계의 현장 애로를 빨리 듣기 위해 9월 1일부터 ’PF·건설사 금융애로 해소센터’를 설치해 운영합니다. 센터는 두 갈래로 나뉩니다. 금융감독원은 기존 ’부동산PF 총괄지원센터’의 기능을 ’PF 금융애로 해소센터’로 확대·개편하고, 한국산업은행은 ’건설사 금융애로 해소센터’를 설치해 소통 창구를 일원화합니다. 앞으로 민간 금융권과 시공사·시행사 등은 PF 공적보증, 캠코펀드 매칭, 은행·증권·보험 등 금융업권과의 소통에서 어려움이 생기면 이 센터를 통해 소통할 수 있게 됩니다. 금감원의 센터는 컨트롤타워 역할을 하는 총괄반을 두고, 평가관리·신디케이트론·제도개선 등 분야별 담당 반을 따로 둬 애로 해소를 제도 개선과 연계해 지원합니다. 금융위원회는 8·13 대책의 주택공급 금융지원 강화 방안 20개 과제 가운데 이달 안에 추진할 수 있는 11개 과제를 우선 이행하고 있다고 밝혔습니다.

To promote housing supply and hear the difficulties construction firms face on the ground more quickly, the Ministry of Land, Infrastructure and Transport and the Financial Services Commission are setting up and running a PF and Builder Finance Help Centre from September 1. The centre is split into two branches. The Financial Supervisory Service is expanding and reorganising the functions of its existing real-estate PF support centre into a PF Finance Help Centre, and the Korea Development Bank is setting up a Builder Finance Help Centre to bring communication into a single channel. From now on, private lenders, contractors and developers will be able to communicate through these centres when they run into difficulties over public PF guarantees, matching with the KAMCO fund, or dealing with banks, securities firms, insurers and other parts of the financial sector. The FSS centre will have a general team acting as the control tower and separate teams for areas such as evaluation management, syndicated loans and system improvement, so that resolving difficulties is tied to improving the rules. The Financial Services Commission said that of the 20 tasks in the August 13 package's plan to strengthen financial support for housing supply, it is first carrying out the 11 that can be pushed ahead within this month.

-(으)ㄹ 수 있다 is can, and adding 되다 in the form -게 되다 turns it into a change of state: something that was not possible before now becomes possible. 센터를 통해 소통할 수 있게 된다 is they will be able to communicate through the centre from now on. Policy news relies on this ending because a new rule is, at bottom, a statement of who can now do what; the plain 소통할 수 있다 would only describe an ability, not a change.
