National University Hospitals Pass From the Education Ministry to Health and Welfare, 21 Years On

국립대학병원 설치법과 국립대학치과병원 설치법 개정안이 20일 시행되면서 이들 병원의 소관 부처가 교육부에서 보건복지부로 옮겨졌습니다. 2005년에 논의를 시작한 지 21년 만입니다. 정부는 산부인과와 소아과, 흉부외과 등 필수진료과 인력을 확보하기 위해 국립대병원 전임교원을 앞으로 4년간 460여 명 확충합니다. 내년부터는 1조2000억원 규모의 지역필수의료 특별회계 가운데 일부를 국립대병원 지원에 활용할 예정입니다. 다만 병원의 공공성이 훼손될 수 있다는 우려도 있어, 복지부는 기관 특성에 맞는 별도 관리체계를 마련할 방침입니다.

Translation

With the amendments to the National University Hospital Act and the National University Dental Hospital Act taking effect on the 20th, responsibility for these hospitals moves from the Ministry of Education to the Ministry of Health and Welfare. It comes 21 years after the discussion began in 2005. To secure staff for essential departments such as obstetrics and gynaecology, paediatrics and thoracic surgery, the government will add about 460 full-time faculty at national university hospitals over the next four years. From next year it plans to use part of the 1.2 trillion won regional essential care special account to support these hospitals. There are also voices worried that the hospitals' public character could be damaged, so the ministry says it will put in place a separate management system suited to what these institutions are.

Joins two things happening together for the same subject. Beyond plain simultaneity, news writing uses it for cause following on effect — 'as X happened, Y followed': 개정안이 20일 시행되면서 … 이관된다. Compare -(으)며, which is the written-style equivalent and leans more towards simple listing.

Example: 날씨가 추워지면서 난방비가 늘었습니다.

-기 위해in order to, for the purpose of

The nominalizer -기 plus 위해 ('for the sake of') states a purpose. It attaches to verbs; for nouns the form is N을/를 위해. Policy writing puts the purpose clause first, before the measure that serves it: 인력을 확보하기 위해 … 460여 명 확충합니다. 위하여 is the same word in a more formal register.

-(으)ㄹ 예정이다is scheduled to, is due to

예정 is a plan already fixed in the calendar, so this reports something arranged but not yet done. It is weaker than a promise and stronger than an intention: compare -(으)ㄹ 방침이다 (a stated policy direction) and -(으)ㄹ 계획이다 (a plan). The article uses it for money that will be moved next year, not this one: 활용할 예정입니다.

Example: 새 도서관은 내년에 문을 열 예정입니다.

The new library is due to open next year.
