Grammar points
N 가운데among N, out of N
Picks a subset out of a stated whole. In statistics writing it is the word that tells you the denominator, so it is worth reading closely: 4280명 가운데 … 20.7% means the percentage is of 4,280, not of the 8,604 mentioned earlier. 중 is the shorter equivalent and is just as common; 가운데 also means 'the middle' in other contexts.
Example: 응답자 천 명 가운데 삼백 명이 찬성했습니다.
Out of a thousand respondents, three hundred were in favour.
-다는 Nthe N that (someone) says ~
A contracted quotation used as a modifier: -다고 하는 shortens to -다는, and the noun after it names what is being reported — 응답, 지적, 전망, 계획. Survey writing depends on it because it keeps the finding attached to the people who said it: 의향이 없다는 응답 is 'the answer that they have no intention', not a claim by the writer. Verbs use -ㄴ다는/-는다는; adjectives and 있다/없다 use -다는.
Example: 값을 올리겠다는 계획은 아직 없습니다.
There is as yet no plan to raise the price.
N을/를 웃돌다to exceed N, to come in above N
A figure standing higher than a reference point. It is transitive, so the benchmark takes 을/를, and it belongs to written and news Korean rather than speech, where 넘다 or 더 많다 would be used. Its opposite is 밑돌다 ('to fall below'). Here the benchmark is itself a calculation: 29.3%의 두 배를 웃돌았습니다.
Example: 관객 수가 백만 명을 웃돌았습니다.
The audience figure came in above one million.
