Translation
On the evening of August 24, in 양평 in 경기도, a 76-year-old man left home and did not come back. This man had been diagnosed with early-stage dementia. The police, who received the family's report, sent patrol cars and the missing-persons investigation team to the area. Twenty-two hours after the report, a local resident, Mr. 최, found an elderly man sitting by the side of the road. Mr. 최 checked that he matched the description in the missing-person alert text he had received on his mobile phone, and then called 112. The 양평 police station gave Mr. 최 a letter of thanks.

-(으)ㄴ 뒤 attaches to a verb stem to say the first action finished before the second began. 뒤 literally means 'back' or 'behind', so the phrase reads as 'behind the doing of it'. The 에 can be dropped when another particle follows, which is why 나간 뒤 돌아오지 않았습니다 has no 에.
Example: 76세 남성이 집을 나간 뒤 돌아오지 않았습니다.

-(으)ㄴ 지 N 만에N after doing
This pattern measures the time that has passed since an action. -(으)ㄴ 지 marks the starting action, then a length of time, then 만에 closes it. Note that this 지 has nothing to do with the negative -지 않다; it is a separate noun-like form used only for elapsed time.
Example: 신고한 지 22시간 만에 주민 최모 씨가 어르신을 발견했습니다.
Twenty-two hours after the report, a local resident, Mr. 최, found the elderly man.

-고 joins two clauses with the same subject into one sentence, in the order they happened. It attaches straight onto the verb stem with no tense marking, because the tense is carried by the final verb at the end of the sentence. This is why 확인하고 신고했습니다 is past overall even though 확인하고 looks tenseless.
Example: 최씨는 인상착의와 같은 것을 확인하고 112에 신고했습니다.
Mr. 최 checked that he matched the description, and then called 112.
