The fairness debate over foreigners receiving pensions has spread beyond the National Pension into a review of the eligibility principles of the social security system as a whole, including the Basic Pension, health insurance and emergency welfare. At a cabinet meeting and a meeting of senior secretaries, President Lee Jae-myung stressed that a social security system funded by resources the public has built together must be designed precisely and fairly so that no one gains an improper advantage and no citizen suffers an unreasonable loss. Accordingly, the Ministry of Health and Welfare is examining foreigners' eligibility conditions and gaps in the rules across the main programmes: basic livelihood security and emergency welfare, the Basic Pension and National Pension, and health insurance and long-term care insurance for the elderly. The authorities have tightened the condition for foreigners to make back-payments of National Pension contributions, from merely holding a residence status to confirming that the person actually lived in Korea for 15 days or more a month. The government's position is that, while strengthening fairness, it will also take care that foreigners who have lived in Korea a long time or who are struggling to make a living do not find their access to social security unduly restricted.
