유엔 식량농업기구(FAO)의 세계식량가격지수가 지난 7월에 131.1포인트를 기록했습니다. 6월보다 0.6% 오른 것입니다. 6월에는 0.3% 내렸지만, 7월에는 설탕과 곡물 값이 오르면서 지수가 다시 오르게 되었습니다. 설탕은 5.6%, 곡물은 3.4% 올랐습니다. 곡물 중에서는 밀이 5.4% 올랐고, 쌀값은 큰 변화가 없었습니다. 하지만 고기 값은 2.8% 내렸고, 유제품 값도 0.7% 내렸습니다.
Translation
The UN Food and Agriculture Organization's (FAO) World Food Price Index came in at 131.1 points in July. That is 0.6% higher than in June. It fell 0.3% in June, but in July the index came to rise again as sugar and grain prices went up. Sugar rose 5.6% and grain 3.4%. Within grains, wheat was up 5.4%, while rice prices saw little change. Meat prices, however, fell 2.8%, and dairy prices fell 0.7% as well.

-(으)면서while / as
Attached to a verb stem, -(으)면서 links two things that happen at the same time. Besides "while doing A, do B" with one subject, it is very common in news-style writing for two changes moving together, as in 값이 오르면서 ("as prices rose"). Use -면서 after a vowel or ㄹ, -으면서 after other consonants.
Example: 설탕 값이 오르면서 과자 값도 올랐습니다.

-게 되다come to / end up
-게 되다 says that a situation changed into something, usually not by the subject's own choice. 다시 오르게 되었습니다 means "it came to rise again" — the turn happened, rather than someone deciding it. The past form -게 되었습니다 is the most common shape.
Example: 저는 올해부터 한국에서 일하게 되었습니다.

-(으)ㄴ/는 것the thing that / nominalizer
것 turns a verb phrase into a noun: -는 것 for the present, -(으)ㄴ 것 for the past or for a completed change. When it is followed by 입니다, the sentence explains or restates a fact — 0.6% 오른 것입니다 means "that amounts to a 0.6% rise."
Example: 제가 가장 좋아하는 것은 한국 음식입니다.
