Korea to Lift Starting Pay for Grade-9 Civil Servants to 3 Million Won a Month

한국 정부는 내년부터 9급 공무원의 첫 월급을 300만원 수준으로 올리기로 했습니다. 올해 9급 공무원이 처음 받는 월급은 월평균 286만원입니다. 계획대로 되면 한 달에 약 14만원을 더 받게 됩니다. 이번 계획은 일을 시작한 지 얼마 안 된 공무원의 월급이 낮기 때문에 나온 것입니다. 정부는 또 수도권이 아닌 지역의 공무원 시험에 새로운 가산점 제도를 만들기로 했습니다. 그 지역에서 15년 이상 산 사람은 3% 가산점을 받게 됩니다.

Translation

The Korean government has decided to raise the first monthly pay of grade-9 civil servants to around 3 million won starting next year. This year, the first pay a grade-9 civil servant receives averages 2.86 million won a month. If things go according to plan, they will end up receiving about 140,000 won more each month. This plan came about because the pay of civil servants who have only just started working is low. The government has also decided to create a new bonus-point scheme for civil service exams for posts outside the greater Seoul area. People who have lived in that region for 15 years or more will receive 3% in bonus points.

-게 되다come to ~, end up ~ing

Attached to a verb stem, -게 되다 says that a situation turns out a certain way, usually because of an outside decision or change rather than the speaker's own will. In the article it is used for what will happen to workers' pay once the plan takes effect: 약 14만원을 더 받게 됩니다 — 'they will end up receiving about 140,000 won more'.

Example: 다음 달부터 새 사무실에서 일하게 됩니다.

From next month I will end up working in a new office.

-기 때문에because ~

-기 때문에 attaches to a verb or adjective stem and gives the reason for what follows. It is a little more written and explanatory than -아서/어서, so it is common in news writing: 월급이 낮기 때문에 나온 것입니다 — 'it came about because the pay is low'. With a noun, use N 때문에.

Example: 값이 비싸기 때문에 사는 사람이 적습니다.

Because it is expensive, few people buy it.

-(으)ㄴ/는 것입니다it is that ~ (explaining)

것 turns a clause into a noun: -(으)ㄴ 것 for a past action, -는 것 for a present one. Ending a sentence with -(으)ㄴ/는 것입니다 presents the sentence as an explanation of why something is so, much like English 'it is that…'. The article uses 나온 것입니다 to explain where the pay plan came from.

Example: 표가 다 팔려서 영화를 못 본 것입니다.

It's that we couldn't see the film because the tickets were all sold out.
