Translation
From September 5 to October 31, on weekends and public holidays between 11 a.m. and 2 p.m., electric-vehicle charging will be discounted by up to 32%. Charging points for personal use, installed at homes or workplaces, get 50% off the energy charge, which comes to between 40.1 and 48.6 won per kilowatt-hour. The 9,600-odd public fast chargers run by 기후에너지환경부 add a discount of their own on top, taking 85.4 to 97.2 won per kilowatt-hour off and cutting the whole charging bill by up to 32%, against up to 15% in the spring. The public fast chargers run by 기후에너지환경부 and 한국전력공사 come to some 14,000 units, or 24% of all fast chargers. Many private charging operators also plan to pass the discount on to what customers pay, though how much and in what form differs from operator to operator. When the scheme ran in the spring, the number of charging sessions in those hours rose by 9.2% a day on average compared with before the discount.

-당 attaches to a unit noun to mean 'per that unit': 킬로와트시당 is 'per kilowatt-hour', 1인당 'per person', 하루당 'per day'. It is a suffix, so it is written with no space and takes no particle of its own. Rates and prices in news writing almost always use it, and knowing it turns a wall of numbers into a readable sentence.

-(으)ㄹ 예정이다to be scheduled to, to plan to
-(으)ㄹ 예정이다 marks something arranged but not yet done, and it is the safest way for a news writer to talk about a policy that has been announced but has not taken effect. It differs from -(으)ㄹ 것이다, which is a prediction or an intention: 예정 implies a plan already on the books. Notice that it works even when the subject is an organisation rather than a person.

-마다 attaches to a noun and means 'each one of them', and with a verb like 다르다 it is how Korean says 'it varies by'. 업체마다 다릅니다 is literally 'it is different for each company'.
