경복궁 야간관람이 9월 2일 시작돼 10월 2일까지 이어집니다. 관람 시간은 오후 7시부터 9시 30분까지이고, 매주 월요일과 화요일은 쉽니다. 밤에는 광화문, 근정전, 경회루 등에 조명이 켜지고, 수정전에서는 국립국악원 연주자들이 참여하는 궁중음악과 궁중무용 공연이 모두 15회 열립니다. 한복을 입은 사람은 예매를 하지 않고 현장에서 들어갈 수 있습니다. 외국인은 당일 여권을 가지고 가면 광화문 매표소에서 표를 살 수 있습니다. 다만 하루에 300매만 팔고, 한 사람이 살 수 있는 표는 2매까지입니다.
Translation
The night viewing at 경복궁 began on September 2 and runs until October 2. Viewing hours are from 7 p.m. to 9:30 p.m., and the palace is closed every Monday and Tuesday. At night the lights come on over 광화문, 근정전, 경회루 and other areas, and at 수정전 there are 15 performances in all of court music and court dance, with musicians from 국립국악원 taking part. People wearing 한복 can go in on the spot without booking in advance. Foreign visitors who bring their passport on the day can buy a ticket at the 광화문 ticket office. However, only 300 tickets a day are sold, and one person may buy up to 2.

-부터 -까지from ... to ...
-부터 marks a starting point and -까지 an end point, and the pair works for both time and place. Both attach straight onto the noun with no space. Korean uses this pair where English often drops one half, so a sentence about opening hours normally carries both.

-(으)ㄹ 수 있다can, to be able to
-(으)ㄹ 수 있다 says something is possible or permitted. 수 is a noun meaning roughly 'way', so the phrase literally reads 'there is a way to do it' — which is why the negative is -(으)ㄹ 수 없다, 'there is no way'. Use -(으)ㄹ 수 있다 after a consonant-final stem and -ㄹ 수 있다 after a vowel.

-지 않고without doing, and not
-지 않다 is the long form of the negative, and -지 않고 turns it into 'without doing X' before the next clause. It is built from the same -지 않다 you already know, so 예매를 하지 않고 is simply 'not booking' plus the connector -고. The shorter negative 안 works in a sentence but cannot take -고 this way.
Example: 한복을 입은 사람은 예매를 하지 않고 현장에서 들어갈 수 있습니다.
People wearing 한복 can go in on the spot without booking in advance.
