공정거래위원회는 10월 6일 ’다크패턴 방지를 위한 온라인 인터페이스 운영 가이드라인’을 배포했습니다. 핵심 금지 행위인 ’순차공개 가격책정’은 검색 단계에서 가격의 일부만 보여 준 뒤, 결제 과정에서 소비자가 반드시 내야 하는 비용을 더하는 것을 말합니다. 온라인여행사(OTA)가 파는 호텔 객실, 패키지여행, 현지 투어도 규제 대상이 될 수 있습니다. 호텔 객실료 외에 꼭 내야 하는 수수료나 리조트피, 숙박세 등도 필수 여부에 따라 가격 표시에 포함해야 합니다. 한국소비자원의 2023년 조사에서는 제주의 한 호텔 숙박 상품이 최초 36만 3000원으로 표시됐지만, 최종 결제 금액은 39만 9300원이었습니다. 소비자가 고르지 않은 유료 부가서비스를 미리 선택해 두는 것도 금지 행위가 될 수 있고, 예약 취소나 회원 탈퇴를 일부러 어렵게 만드는 것도 규제 대상입니다.

On October 6, the Korea Fair Trade Commission distributed its 'online interface guidelines for preventing dark patterns'. The key banned practice, 'drip pricing', means showing only part of the price at the search stage and then adding costs the consumer must pay during checkout. Hotel rooms, package tours and local tours sold by online travel agencies (OTAs) can also be covered by the rules. Fees, resort fees, accommodation taxes and the like that must be paid on top of the room rate are to be included in the displayed price, depending on whether they are compulsory. In a 2023 survey by the Korea Consumer Agency, the same room at a hotel in Jeju was first shown at 363,000 won, but the final payment was 399,300 won. Pre-selecting paid extras the consumer did not choose can also be a banned practice, and deliberately making it hard to cancel a booking or delete an account is also subject to regulation.
