Translation

The 2027 budget proposal of the 보건복지부 was approved at a cabinet meeting on September 1. It comes to 148.7697 trillion won, 8.2 percent more than this year's main budget, and adding in the budget set aside separately in the government's future response fund brings it to 152.4328 trillion won, 10.9 percent more than this year. Of the 148.7697 trillion won, social welfare accounts for 86.2 percent, or 128.2737 trillion won, and health for 13.8 percent, or 20.496 trillion won. As the government raised the standard median income by 6.7 percent, the maximum monthly living allowance rises from 821,000 won to 876,000 won for a one-person household, and from 2.078 million won to 2.217 million won for a four-person household. The basic pension was set at 25.653 trillion won, 2.5389 trillion won more than this year.

보다 attaches to the thing being compared against, with no space. Korean names the standard first and the difference after, the reverse of English: 올해 본예산보다 8.2% 늘어난 is literally 'compared with this year's main budget, increased by 8.2 percent'. Budget reporting stacks these to set one year against another.

N에서 N(으)로from N to N (a change)

에서 marks the value before and (으)로 the value after — (으)로 after a consonant, 로 after a vowel or ㄹ. This 에서 is not the one meaning 'at a place'; it is the earlier state. Where two households are compared at once, Korean can leave the verb until the end and let both pairs run in parallel, as in this sentence.

Example: 1인 가구가 82만 1000원에서 87만 6000원으로 오릅니다.
