Korea Proposes Wider Recycling Rules for Used Batteries, Adding Wind Blades and ESS to Collection Centres

기후에너지환경부가 폐기물관리법 시행규칙 등 두 건의 개정안을 10월 1일까지 입법예고한다고 밝혔습니다. 폐이차전지에서 회수한 원료물질을 재활용으로 인정하는 기준은 니켈 함량 10% 이상에서 니켈과 코발트 합계 함량 13% 이상으로 확대됩니다. 회수한 원료물질은 국내에서 제품을 만드는 데 쓰는 경우로 명확히 규정합니다. 미래폐자원 거점수거센터가 다루는 품목도 전기차 폐이차전지와 태양광 폐패널에서 구동모터, 연료전지, 풍력발전기 날개, ESS 등으로 넓어집니다. 전기차에만 적용하던 운송·보관 기준은 하이브리드차와 수소차, 건설·농업기계 등에서 나오는 폐이차전지에도 적용됩니다.

Translation

The Ministry of Climate, Energy and Environment said it is giving advance notice of legislation, until October 1, for amendments to two sets of enforcement rules, including those under the Wastes Control Act. The standard for recognising recovered raw material from used rechargeable batteries as recycled will widen from a nickel content of 10 percent or more to a combined nickel and cobalt content of 13 percent or more. Recovered raw material is to be defined clearly as material used to make products inside the country. The items handled by future-waste collection centres will also broaden, from used electric-vehicle batteries and discarded solar panels to drive motors, fuel cells, wind turbine blades and ESS. Transport and storage standards that applied only to electric vehicles will extend to used rechargeable batteries from hybrid and hydrogen vehicles and from construction and agricultural machinery.

Grammar points

-다고 밝히다to state that, to announce that

The workhorse attribution of Korean news. -다고 carries the reported content and 밝히다 ('to make clear') says who stated it, so the sentence is explicitly secondhand. Verbs take -ㄴ다고/-는다고 in the plain present, which is why the article has 입법예고한다고 밝혔습니다 rather than 입법예고하다고.

N에서 N(으)로from N to N (a change)

A paired frame for change: 에서 marks the old state and (으)로 the new one. Use 로 after a vowel or ㄹ, 으로 otherwise. Policy reporting leans on it because it shows the before and after in one clause: 니켈 함량 10% 이상에서 니켈과 코발트 합계 함량 13% 이상으로 확대됩니다.

Example: 수업이 오전에서 오후로 바뀌었습니다.

-던that used to (be), that was (formerly)

A modifier for a past state or repeated past action, carrying the sense that it no longer holds or was left unfinished. That is exactly the work it does here: 전기차에만 적용하던 기준 — the standard that until now applied only to electric vehicles, and is about to stop being limited that way. Plain -(으)ㄴ would report the past without that 'no longer' overtone.

Example: 제가 다니던 학교가 문을 닫았습니다.

The school I used to attend has closed.
