Translation
A research team at Florida International University in the United States carried out an online survey of 822 caregivers raising children aged 4 to 8. In the survey, the harder parents felt it was to handle their child's behavior, the more screen time they allowed the child. They also tended to apply relatively generous standards to how long the child could use a screen. Experts recommended changing screen habits gradually rather than cutting use all at once. They also advised looking for other activities that can take the place of a screen, such as reading or going for a walk.

Fixed phrase naming who a survey, study or programme is aimed at. It is standard in reporting on research and almost always comes early in the sentence, before the verb that says what was done: 보호자 822명을 대상으로 … 조사를 했습니다. The plain 에게 ('to') would also be grammatical, but 대상으로 is the register news writing uses.

Attaches to a verb or adjective stem and sets up a proportional pair: as the first thing increases, so does the second. Korean often doubles the verb for emphasis (하면 할수록), but news writing usually uses the short form alone, as here: 어렵다고 느낄수록 … 더 많은 화면 시간을 허용했습니다. Note that it describes how two things move together, not that one causes the other.
Example: 값이 쌀수록 사람이 많이 옵니다.

-기보다rather than ~ing
The nominalizer -기 plus 보다 ('than') turns a whole action into the thing being compared against, so it means 'rather than doing X'. It usually appears with a following clause that gives the preferred option: 한꺼번에 줄이기보다 조금씩 바꾸는 방법을 권했습니다. 는 is often added for contrast (-기보다는) with no change in meaning.
Example: 말하기보다 먼저 듣는 것이 좋습니다.
