Inspection Finds 663 Problems at 603 Seasonal-Worker Workplaces, Two-Thirds of Them Fire-Safety Gaps

법무부가 지난 4월 1일부터 6월 30일까지 전국 29개 지방자치단체의 계절근로자 사업장 3093곳과 외국인 근로자 7634명을 대상으로 실태점검을 했습니다. 그 결과 사업장 603곳에서 인권과 근로, 주거에 관련한 문제 663건이 확인됐습니다. 주거 분야에서는 소화기와 화재감지기 같은 소방시설을 제대로 갖추지 않은 사례가 442건으로, 전체 지적사항의 약 3분의 2를 차지했습니다. 근로 분야에서는 근로 장소와 시간 등 근로계약을 지키지 않은 사례가 56건으로 가장 많았습니다. 법무부는 위반 정도에 따라 고용주에게 벌점을 주거나 앞으로 계절근로자 배정을 제한할 방침입니다.
Translation
From April 1 to June 30, the Ministry of Justice inspected 3,093 seasonal-worker workplaces and 7,634 foreign workers in 29 local governments across the country. It found 663 problems relating to human rights, working conditions and housing at 603 workplaces. In housing, cases where fire equipment such as extinguishers and smoke detectors had not been properly installed came to 442, about two-thirds of all the points raised. On the work side, the most common case was failure to keep to the employment contract on matters such as the place and hours of work, with 56 instances. The Ministry of Justice says it will give employers penalty points according to how serious the violation was, or limit their allocation of seasonal workers in future.

방침 is an organisation's stated policy or intention, so -(으)ㄹ 방침이다 reports what a body means to do — not what it has already done. News writing uses it precisely for that gap: the Ministry has announced an intention here, and the article does not say any penalty has actually been imposed yet.
