Translation
The period a film waits after opening in cinemas before it is released on another platform, such as a streaming service, is called the holdback. The holdback period the government has proposed to a public-private council is 150 days. The council is made up of 22 people in all, including officials from the Ministry of Culture, Sports and Tourism and the Korean Film Council, and figures from the production, distribution, cinema, pay-TV and streaming industries. In a report in April, the Korean Film Council said the effect of the holdback on cinema audiences was not statistically significant, and put the best holdback by type of film at 45 to 105 days. Consumer groups oppose making a single period compulsory for every film, and say consumers' right to choose has to come first.

Past modifier -(으)ㄴ plus the noun 뒤 ('back, behind') places one event after another. 뒤 and 후 are interchangeable here, with 후 sounding slightly more formal; both are common in news writing. The article uses it to fix the starting point of the waiting period: 극장에서 개봉한 뒤.

Expresses obligation or necessity. In reported demands it usually appears inside a -다고 quote, which is how the article carries what the consumer groups are asking for: 중심에 두어야 한다고 요구하고 있습니다. 되다 can replace 하다 with a softer sense, closer to 'it would need to be'.
