국가보훈부는 「국가유공자법」 등 6개 법률 일부개정안이 8월 20일 국회 본회의를 통과했다고 8월 21일 밝혔습니다. 이번 개정으로 위탁병원을 이용할 수 있는 나이가 75세에서 65세로 10년 낮아집니다. 보상금을 받는 국가유공자 선순위 유족, 6·25전몰군경자녀수당을 받는 유족, 사망한 보훈보상대상자의 배우자가 대상입니다. 보훈부는 약 2만 4천 명이 혜택을 더 받게 될 것으로 보고 있습니다. 위탁병원에서 진료를 받으면 본인 부담금의 60%가 감면됩니다. 개정안은 공포 후 6개월이 지난 날부터 시행됩니다.
Translation
On August 21 the Ministry of Patriots and Veterans Affairs announced that partial amendments to six laws, including the Act on Persons of National Merit, had passed a plenary session of the National Assembly on August 20. Under the amendment, the age at which people can use affiliated hospitals falls by ten years, from 75 to 65. Those covered are top-priority bereaved family members of people of national merit who receive compensation payments, bereaved family members who receive the allowance for children of soldiers and police killed in the Korean War, and the spouses of deceased persons eligible for veterans' compensation. The ministry expects about 24,000 more people to receive the benefit. When treatment is received at an affiliated hospital, 60 percent of the patient's out-of-pocket cost is reduced. The amendment takes effect six months after the day it is promulgated.

This pair marks a change: N에서 is the old value and N(으)로 the new one. Do not confuse it with N부터 N까지, which marks a span that something covers rather than a shift from one figure to another. Use -로 after a vowel or ㄹ (65세로) and -으로 after any other consonant (65세분으로). It is the standard shape for reporting a revised threshold, price or rate.

-다고 말하다/밝히다to say / to state that ...
Indirect speech in Korean puts -다고 on the reported clause and then the reporting verb. 밝히다 (to state, to make known) is the one news writing uses for an official announcement, and it is stronger and more formal than 말하다. Note the order: everything being announced comes first, and 밝혔습니다 lands at the very end, so the sentence only reveals who is speaking at the close.

-게 되다to come to (do), end up (being)
-게 되다 says a state came about, usually through circumstances rather than the subject's own choice — a rule changed, so now something is the case. It is very common when reporting the effect of a new law: nobody in the sentence decided this for themselves. Compare 혜택을 받습니다 (they receive the benefit) with 혜택을 받게 됩니다 (they come to receive it, because of the change just described).
Example: 약 2만 4천 명이 혜택을 더 받게 될 것으로 보입니다.
About 24,000 more people are expected to come to receive the benefit.
