8월 28일부터 공연과 스포츠 경기의 암표를 팔면 과징금을 냅니다. 과징금은 판매 금액의 2배에서 최대 50배까지입니다. 상습적으로, 또는 장사 목적으로 산 값보다 비싸게 파는 것이 금지 대상입니다. 암표 판매를 신고한 사람은 판매자가 내는 과징금의 50% 범위에서 포상금을 받을 수 있습니다. 다만 개인 사정으로 못 가게 된 표를 다른 사람에게 넘기는 것까지 모두 암표로 보지는 않습니다. 정부는 영화 암표도 규제하는 방안을 추진합니다.
Translation
From August 28, anyone who sells scalped tickets for concerts or sports games has to pay a penalty surcharge. The surcharge ranges from 2 times up to a maximum of 50 times the sale amount. Selling tickets for more than you paid, habitually or as a business, is what is banned. A person who reports scalped-ticket selling can receive a reward within 50% of the surcharge the seller pays. But handing a ticket to someone else because you cannot go for personal reasons is not all treated as scalping. The government is also pushing to regulate scalped movie tickets.

부터 attaches to a time expression and marks the starting point: 8월 28일부터 is from August 28. It pairs with 까지 for the end point, as in 9시부터 12시까지.
