재정경제부는 개인만 매입할 수 있는 개인투자용 국채를 8월에 1500억 원 규모로 발행한다고 밝혔습니다. 올해 1~3월 청약률이 200%를 넘어 완판됐음에도 불구하고, 월간 발행 규모는 4월 2100억 원에서 7월 1600억 원으로 축소돼 왔습니다. 8월에는 5년물에 전체의 46.7%가 배정된 데 반해, 20년물은 200억 원에 그쳤습니다. 20년물 표면금리는 동일 만기 국고채의 7월 낙찰금리에 따라 연 4.530%로 정해졌고, 가산금리 0.4%포인트가 더해집니다. 만기까지 보유하면 이자가 복리로 적용돼 20년물의 세전 수익률은 원금 대비 약 161.8%에 이릅니다. 다만 중도환매하면 가산금리와 분리과세 혜택은 적용되지 않고 원금과 단리 이자만 지급됩니다. 청약은 8월 10일부터 14일까지 진행됩니다.
Translation
Korea's finance ministry (재정경제부) announced that it will issue 150 billion won worth of retail treasury bonds — savings-type government bonds that only individuals may buy — in August. Despite the fact that they sold out from January to March this year with subscription rates above 200%, the monthly issuance size has been shrinking, from 210 billion won in April to 160 billion won in July. In August, 46.7% of the total was allocated to the five-year bond, whereas the 20-year bond was limited to 20 billion won. The coupon rate on the 20-year bond was set at an annual 4.530% in accordance with July's winning bid rate on government bonds of the same maturity, with a further 0.4 percentage point premium added on top. If held to maturity, the interest compounds, and the pre-tax return on the 20-year bond comes to about 161.8% of the principal. If redeemed early, however, neither the premium rate nor the separate-taxation benefit applies, and only the principal and simple interest are paid. Subscriptions run from August 10 to 14.

A formal written connective. The verb is first turned into a noun with -(으)ㅁ (했음, 넘었음, 완판됐음), then 에도 불구하고 marks a strong contrast: the second clause happens even though the first is true. It belongs to news and report writing; in speech people say -는데도 instead.

Used to set two facts side by side as opposites. Attach 는 데 반해 to a present-tense verb, and -(으)ㄴ 데 반해 to an adjective or to a past-tense verb (배정된 데 반해). Unlike -지만, which simply concedes, this form invites the reader to compare the two clauses directly — which is why it is common when contrasting figures.
