중소벤처기업부는 중소기업창업 지원법 시행령 일부개정안이 8월 25일 국무회의에서 의결됐다고 밝혔습니다. 개인사업자가 기존 사업을 폐업한 뒤 같은 업종으로 다시 사업을 시작하면 그동안은 3년이 지나야 창업기업으로 인정받았지만, 앞으로는 1년만 지나면 인정받습니다. 개정 시행령은 9월부터 시행될 예정입니다. 시행 전에 이미 사업을 시작한 기업도 사업 개시 후 7년이 지나지 않았다면 개정된 기준을 적용받을 수 있습니다. 중기부의 2025년 창업기업 실태조사에서 같은 업종으로 다시 창업하는 데 걸리는 준비기간은 평균 10.8개월이었습니다.

Translation

The Ministry of SMEs and Startups said that a partial amendment to the Enforcement Decree of the 중소기업창업 지원법 was approved at the Cabinet meeting on August 25. When a sole proprietor closes an existing business and then starts up again in the same line of business, three years previously had to pass before the new business was recognised as a startup; from now on one year will be enough. The amended enforcement decree is scheduled to take effect from September. A business that has already started before it takes effect can also have the amended criteria applied to it, provided seven years have not passed since the business began. In the ministry's 2025 survey of startups, the average preparation period for starting up again in the same line of business was 10.8 months.

-(으)ㄴ 뒤after doing

-(으)ㄴ 뒤 attaches to a verb stem and orders two events, with 뒤 (back, behind) used for time rather than space. 후 is interchangeable and slightly more formal, and 다음 also works. Policy writing needs this constantly because eligibility usually depends on what happened first, and here the whole rule turns on the order: close the business, then start again.

Example: 개인사업자가 기존 사업을 폐업한 뒤 같은 업종으로 다시 사업을 시작합니다.

그동안은 -지만, 앞으로는until now ..., but from now on ...

-지만 joins two clauses in contrast, and the adverbs 그동안은 and 앞으로는 anchor that contrast in time, with 은/는 marking each side as the topic being compared. This pairing is the standard shape of a Korean sentence announcing a rule change, and reading it tells you both the old rule and the new one in one pass. Note that 앞으로는 does not say when the change starts — that comes in a separate sentence, and here it is only 9월부터.

Example: 그동안은 3년이 지나야 창업기업으로 인정받았지만, 앞으로는 1년만 지나면 인정받습니다.

-(으)ㄹ 예정이다is scheduled to, is due to

-(으)ㄹ 예정이다 marks something as planned but not yet done. In policy reporting the distance between 의결됐다 and 시행될 예정이다 is the whole point: one is finished, the other is not, and a summary that flattens them turns a plan into a fact. When you see 예정, look for whether a date is given at all — here the article says only 9월부터, so no day exists to be reported.

Example: 개정 시행령은 9월부터 시행될 예정입니다.
