Ahead of its conversion to a public prosecution office (공소청) in October, the prosecution service is piloting the new operating model at four front-line offices — the Seoul Northern District Prosecutors' Office and the Daegu Seobu, Masan and Nonsan branch offices — for four weeks from the 18th. Under the revised Criminal Procedure Act, prosecutors are stripped of their investigative powers, and a fact-confirmation procedure without evidentiary force in trial has been introduced. Prosecutors will hold interviews with suspects instead of interrogations, and concentrate on requesting supplementary investigations from the police. The pilot offices will conduct interviews in place of suspect and witness interrogations, and interview report sheets will replace formal interrogation records. In major cases, prosecutors are to meet suspects in person before requesting an arrest warrant, or present their opinions to the judicial police.
