Korea Bans Entrance Tests for Preschoolers at Private Academies From October

Translation

From October, entrance tests and class placement tests given by private academies to young children will be banned. These tests are known as the 'age-four exam' and the 'age-seven exam'. The Ministry of Education said an amendment to the enforcement decree of the Private Academies Act containing this was approved at a Cabinet meeting on 22 September. Academies, tutoring centres and private tutors will not be able to give young children tests or assessments for admission or for placing them in classes by level. Anyone who breaks the rule will be fined 1 million won for a first offence, 2 million won for a second and 3 million won for a third. However, after a child has enrolled, an assessment through observation or an interview is allowed if a parent or guardian agrees in advance.

Grammar points

N(이)라고 불리다to be called N

불리다 is the passive of 부르다 (to call), and N(이)라고 불리다 gives a name or nickname: '4세 고시'라고 불립니다, it is called the 'age-four exam'. Use 이라고 after a consonant and 라고 after a vowel; news often adds 이른바 (so-called) in front.

These tests are called the 'age-four exam' and the 'age-seven exam'.

-(으)ㄹ 수 없다cannot ..., may not ...

-(으)ㄹ 수 없다 says something is not possible, and in rules it means 'not allowed': 시험을 할 수 없습니다, they may not give tests. The positive form -(으)ㄹ 수 있다 appears later in the same article for the exception.

Academies, tutoring centres and private tutors may not give young children tests or assessments for admission or class placement.

-(으)면if ...

-(으)면 sets a condition: 어기면 과태료를 내야 합니다, if you break the rule you must pay a fine, and 동의하면 할 수 있습니다, it can be done if (the parent) agrees. The same ending carries both the penalty and the exception in this lesson.

However, after a child has enrolled, an assessment through observation or an interview is allowed if a parent or guardian agrees in advance.
