한국관광공사 has signed a partnership agreement with 포켓몬코리아. '하이커 그라운드', the Korean tourism promotion hall in Seoul, will run as a Pokemon-themed space from September 18 to October 11. On floors 1 to 3 there will be an exhibition and photo zones using Pikachu dressed in 한복. On the fifth floor a pop-up store and hands-on programmes will run. A Pokemon stamp rally linking key spots around 하이커 그라운드 will also take place.

에서 marks the place where something happens, and adding 는 sets that place against another one. Here floors 1 to 3 have the exhibition and 5층에서는 has the pop-up store, so 는 quietly says 'on this floor, by contrast'. Drop the 는 and the sentence still works, but the comparison between the floors disappears.
