국토교통부와 한국철도공사는 10월 1일부터 철도 승차권 예매 기간을 출발 1개월 전에서 2개월 전으로 늘린다고 9월 20일 밝혔습니다. 외국인 관광객은 항공권을 보통 출발 2개월 전부터 사는데, 철도 승차권은 1개월 전부터만 예매할 수 있어 한국 안에서 이동 계획을 세우기 불편했기 때문입니다. 올해 8월까지 방한 외국인의 철도 이용객은 669만 명으로 지난해 같은 기간보다 68% 늘었습니다. 외국인 대상 철도 웹페이지는 지금 영어·중국어·일본어·태국어·베트남어 등 7개 언어를 지원합니다. 연말까지 프랑스어·독일어·몽골어를 더해 10개 언어로 늘릴 계획입니다. 결제도 비자·마스터·유니온페이 등 해외 신용카드 중심에서 위챗페이·알리페이 같은 글로벌 간편결제를 더하기 위한 시스템을 개발하고 있습니다.

The Ministry of Land, Infrastructure and Transport and Korail announced on 20 September that from 1 October the booking window for train tickets will be extended from one month before departure to two months. The reason is that foreign tourists usually buy their flights two months before departure, but train tickets could only be booked a month ahead, which made it hard to plan travel within Korea. Through August this year, 6.69 million foreign visitors used the railways, up 68% on the same period last year. The railway web page for foreigners currently supports seven languages, including English, Chinese, Japanese, Thai and Vietnamese. There are plans to add French, German and Mongolian by the end of the year, bringing it to ten. On payment, a system is being developed to add global mobile payments such as WeChat Pay and Alipay to the current options, which centre on overseas credit cards like Visa, Mastercard and UnionPay.

에서 marks the old limit and (으)로 the new one, with 늘리다 (to lengthen, to increase) as the verb: 1개월 전에서 2개월 전으로 늘리다, extend from one month ahead to two. The same frame works for prices, quotas and deadlines.

-기 때문이다 at the end of a sentence supplies the reason for what the previous sentence said: 불편했기 때문입니다, it is because it was inconvenient. It is the way to give the 'why' as its own sentence rather than tucking it inside with -아서.
