N보다 marks what something is being measured against, attaching straight to the noun. Korean puts it before the verb, the reverse of English: 2024년보다 늘었습니다 is literally 'than 2024, it increased.' In statistical writing the noun before 보다 is the baseline, so changing it changes the whole claim — 2024년보다 51.2% and 2023년보다 51.2% would be different statements.

N 가운데 picks a part out of a stated whole, and news writing prefers it to the more conversational N 중에서. Here it does the work of keeping two numbers straight: the 63-person increase is the whole, and the men's 20 and women's 43 are its parts. As a plain noun 가운데 means 'the middle'; the 'among' reading is the one that follows a group noun.
