The number of foreign students in Korea this year was counted at 307,464, reaching a year early the target the government had set under the 'Study Korea 300K Project' of bringing in 300,000 by 2027. From 2029, in the fifth cycle of the education-internationalisation capability certification, the Ministry of Education plans to place universities that have not obtained institutional accreditation, or that private-university financial reviews have judged to be 'in management crisis' for two years running, straight into the lowest certification grade and to restrict them from recruiting new foreign students. The ministry explained that this measure, linked with the Ministry of Justice, in effect means a halt to or restriction of new visa issuance for those universities. The share of foreign students meeting a recognised language-ability standard will be raised in stages from 40% this year to 45% in 2027, 50% in 2028 and 60% in 2030. Student protections such as tuition refunds are to be made mandatory through changes to the law, and a standard agreement between universities and study-abroad agencies, meant to stop false or exaggerated advertising, is to be distributed in the second half of this year.
