교육부가 9일 발표한 ’2026년 1차 학교폭력 실태조사’에서 학교폭력 피해를 입었다고 답한 학생의 비율은 2.9%로, 지난해보다 0.4%포인트 올라 2013년 이후 가장 높은 수준을 기록했습니다. 조사는 4월 14일부터 5월 13일까지 초등학교 4학년부터 고등학교 3학년까지 약 390만 명을 대상으로 온라인으로 진행됐고, 319만 명(81.9%)이 참여했습니다. 학교급별 피해응답률은 초등학생 5.7%, 중학생 2.3%, 고등학생 0.8%로 모두 전년보다 높아졌습니다. 피해 유형은 언어폭력이 37.8%로 가장 많았고, 집단따돌림 17.1%, 신체폭력 15.7%, 사이버폭력 7.0% 순이었습니다. 반면 자신이 가해를 했다고 답한 가해응답률은 지난해 1.1%에서 올해 0.8%로 0.3%포인트 줄었습니다. 교육부는 같은 행위를 두고 피해 학생과 가해 학생의 인식이 다를 수 있다고 설명했습니다.

Translation

In the '2026 first school violence survey' released by the Ministry of Education on the 9th, the share of students who said they had suffered school violence was 2.9%, up 0.4 percentage points from last year and the highest level since 2013. The survey ran online from 14 April to 13 May and covered about 3.9 million students from the fourth year of elementary school to the third year of high school; 3.19 million (81.9%) took part. By school level, the victim response rate was 5.7% for elementary, 2.3% for middle and 0.8% for high school students, all higher than the year before. The most common type was verbal abuse at 37.8%, followed by group ostracism at 17.1%, physical violence at 15.7% and cyberbullying at 7.0%. By contrast, the perpetrator response rate, the share who said they had committed violence, fell from 1.1% last year to 0.8% this year, a drop of 0.3 percentage points. The ministry explained that a victim and a perpetrator may perceive the same act differently.

N을/를 대상으로 states who a survey, programme or rule applies to. In survey reporting it is the phrase that carries the denominator, so read it carefully: here the population is students from elementary year 4 to high school year 3, about 3.9 million people.

N포인트percentage points

%포인트 (often just 포인트) is the arithmetic difference between two percentages. 0.4%포인트 올랐다 means the rate went from 2.5% to 2.9%. Confusing this with 0.4% would shrink the change by a factor of seven, so Korean reports are strict about the word.

Example: 피해응답률은 2.9%로 지난해보다 0.4%포인트 올랐습니다.

-(으)ㄴ/는 반면whereas, on the other hand

반면 opens a sentence that runs against the one before it. Used at the start of a sentence as 반면, it signals that the next figure moves the opposite way from the last: victims up, perpetrators down. That contrast is the whole news value of this story.

Example: 반면 가해응답률은 지난해 1.1%에서 올해 0.8%로 줄었습니다.
