정부가 8월 3일 발표한 ’2026년 세제개편안’에 따라 하이브리드차에 대당 최대 70만원까지 적용되던 개별소비세 감면은 올해 12월 31일로 종료됩니다. 하이브리드차 혜택이 한꺼번에 사라지는 데 반해, 전기차와 수소전기차는 한도가 단계적으로 축소됩니다. 2027년에는 전기차 200만원, 수소전기차 300만원으로 각각 낮아집니다. 2029년에는 감면 방식 자체를 끝내고 구매보조금 등 재정지원으로 통합할 방침입니다. 한편 같은 개편안에서 신설된 ‘국내생산세액공제’ 대상에는 전기차 자체가 빠졌습니다. 구윤철 경제부총리는 전기차의 핵심인 이차전지 등에 공제를 주어 전기차가 경쟁력을 갖는 구조로 설계했다고 설명했습니다.

Translation

Under the "2026 Tax Code Amendment Bill" announced by the government on August 3, the individual consumption tax reduction for hybrid vehicles, which had been applied up to a maximum of 700,000 won per vehicle, will end on December 31 of this year. Whereas the benefit for hybrids disappears all at once, the caps for electric and hydrogen fuel-cell vehicles will be scaled back in stages. In 2027 they will fall to 2 million won for electric vehicles and 3 million won for hydrogen vehicles respectively. In 2029 the government intends to end the reduction scheme itself and consolidate it into fiscal support such as purchase subsidies. Meanwhile, electric vehicles themselves were left out of the scope of the "domestic production tax credit" newly established in the same bill. Deputy Prime Minister for the Economy Koo Yun-cheol explained that the design gives credits to things such as secondary batteries, the core of electric vehicles, so that electric vehicles gain competitiveness.

Unlike -지만, it does not suggest that the second clause is unexpected — it simply contrasts two parallel situations, which is why it is common in policy and market reporting.

The retrospective modifier -던 marks a state or action that continued over a stretch of past time and has since stopped or is about to stop. In the article, 적용되던 개별소비세 감면 means a tax reduction that had been applied up to now — the form itself signals that it is ending. Compare -(으)ㄴ N, which reports a single completed event with no sense of duration.
