보건복지부와 재외동포청이 8월 31일부터 장애인 증명서의 온라인 아포스티유 발급 서비스를 시작합니다. 아포스티유는 한 나라에서 발급한 공문서가 다른 나라에서도 공적 효력을 갖도록, 발행한 나라가 문서의 진위를 확인해 주는 인증 제도입니다. 장애인 증명서의 아포스티유는 장애인이 외국에서 취업하거나 공부할 때, 또는 현지 신분증을 발급받을 때 제출하는 자료입니다. 지금까지는 재외동포청 통합민원실을 직접 찾아가거나 우편으로 신청해야 했습니다. 우편 신청은 발급까지 최대 열흘이 걸렸습니다. 앞으로는 올해 8월 1일 이후 발급받은 국문·영문 장애인 증명서에 한해, 복지로나 정부24 또는 주민센터에서 증명서를 받은 뒤 아포스티유 홈페이지에서 온라인으로 인증서를 받을 수 있습니다.
Translation
The Ministry of Health and Welfare and the Overseas Koreans Agency are launching an online apostille service for disability certificates from August 31. An apostille is a certification system under which the country that issued an official document confirms that it is genuine, so that the document has legal effect in another country as well. An apostille on a disability certificate is a document that people with disabilities submit when they take a job or study abroad, or when they apply for a local identity card. Until now, applicants had to visit the Overseas Koreans Agency's civil-service centre in person or apply by post. Postal applications took up to ten days to be issued. From now on, for Korean- and English-language disability certificates issued on or after August 1 this year only, a person can obtain the certificate through 복지로, 정부24 or a community service centre and then receive the apostille online from the apostille website.
