The company that runs the swimming pool at 여의도 Han River Park sold package tickets online that promised a view of the Seoul fireworks festival on September 5 from inside the pool. The snack package and the Han River ramyeon package were 29,000 won, and the chicken-and-beer package and the pork-belly package were 34,000 won. But the city's Han River office said it had approved neither an extension of the pool's season nor watching the fireworks from inside the pool on September 5. The 여의도 Han River Park pool closes for the season on August 30 as scheduled. The company claimed it had been in talks with the park facilities division about an extension since August 8, but the Han River office countered that the claim of seven rounds of talks was not true. Refunds are being processed in order once the company has had the reason confirmed, and buyers were told it could take up to about a month to complete.

그런데 at the start of a sentence signals a turn in the story: what follows goes against, or complicates, what came before. The packages were sold; 그런데 the city had not approved them. It is softer and more conversational than 하지만 or 그러나, and it is the connector Korean speakers use most when telling a story with a twist. In writing it often marks the moment a report moves from what happened to the problem with it.

-다고 주장하다 / -다고 반박하다to claim that ... / to counter that ...
-다고 turns a statement into reported speech, and the verb after it tells the reader how much to trust it. 주장하다 (to claim) presents one side's version without endorsing it; 반박하다 (to counter) presents the other side's denial. A news sentence that pairs the two, as here with 협의해 왔다고 주장했지만 ... 사실이 아니라고 반박했습니다, is deliberately taking neither side. Compare 밝히다 (to state), which is neutral, and 인정하다 (to admit), which concedes.
Example: 업체는 8월 8일부터 연장 운영을 두고 공원시설과와 협의해 왔다고 주장했지만, 미래한강본부는 일곱 차례 협의했다는 주장은 사실이 아니라고 반박했습니다.
