정부가 9월 1일 국무회의에서 ’추석 민생안정대책’을 발표했습니다. 추석 연휴인 9월 24일부터 27일까지 전국 고속도로 통행료가 면제됩니다. 또 9월부터 KTX 운임이 기존보다 평균 10% 낮아집니다. 서울~부산 일반 운임은 5만 9800원에서 5만 4400원으로 내려갑니다. 4대궁과 종묘, 조선왕릉도 9월 24일부터 27일까지 무료로 개방됩니다. 온라인몰과 대형마트 등에서 농축산물은 최대 40%, 주요 수산물은 최대 50% 할인됩니다.
Translation
The government announced its '추석 민생안정대책', a package of measures for the Chuseok holiday, at a cabinet meeting on September 1. From September 24 to 27, the Chuseok holiday period, tolls on expressways nationwide will be waived. Also, from September, KTX fares will be an average of 10% lower than before. The standard Seoul-Busan fare will drop from 59,800 won to 54,400 won. The four main palaces, 종묘 and the Joseon royal tombs will also be open free of charge from September 24 to 27. At online malls and large supermarkets, agricultural and livestock products will be discounted by up to 40% and major seafood products by up to 50%.

N에서 N(으)로from N to N (a change)
When a value changes, 에서 marks the old value and (으)로 marks the new one, so the pair reads 'from X to Y'. The verb at the end tells you the direction: 내려갑니다 for a drop, 올라갑니다 for a rise. This is the everyday form for prices and fares, and it is different from 부터 ~ 까지, which marks a span of time or space rather than a change.
Example: 서울~부산 일반 운임은 5만 9800원에서 5만 4400원으로 내려갑니다.

-되다passive: to get done, to become
Adding 되다 to a Sino-Korean action noun makes it passive: 면제하다 waives, 면제되다 gets waived. This lesson uses it three times, 면제됩니다, 개방됩니다, 할인됩니다, because in each case what matters is the toll, the palace or the price, not the office doing the waiving. Announcements of new rules lean on this form heavily.
