보건복지부는 8월 14일 한국프레스센터에서 ’제7기 국가생명윤리심의위원회 제1차 정기회의’를 개최했습니다. 제7기 위원회는 과학계와 윤리계를 대표하는 민간위원 13명과 정부위원 6명 등 모두 19명으로 구성되며, 서울의대 김옥주 교수가 위원장을 맡고 있습니다. 이날 의료계와 윤리계, 환자단체, 법조계, 종교계, 언론계 등 관련 분야 전문가 14명으로 구성된 ’연명의료결정제도 개선 특별전문위원회’가 출범했습니다. 이 위원회는 연명의료 유보·중단 시기 등을 포함한 개선과제를 검토합니다. ’AI 및 보건의료 데이터 활용 특별전문위’도 함께 출범해 시민단체와 보건의료계, 산업계, 법조계, 윤리계, 연구계, 정부 등 다학제 전문가 13명이 참여합니다. 이 위원회는 동의 절차와 가명정보 활용, 위원회 심의 절차 등에 대한 제도 개선 권고안을 마련합니다. 두 특별전문위는 올해 안에 제도 개선을 위한 권고안을 마련할 계획입니다.
Translation
On August 14 the Ministry of Health and Welfare held the first regular meeting of the 7th National Bioethics Committee at the Korea Press Center. The 7th committee is made up of 19 members in all — 13 from the private sector, representing science and ethics, and six from government — and is chaired by Professor Kim Ok-ju of Seoul National University College of Medicine. At the meeting a special subcommittee on improving the life-sustaining treatment decision system was launched, made up of 14 experts from medicine, ethics, patient groups, the legal profession, religion and the media. It will review issues for improvement including the timing at which life-sustaining treatment may be withheld or withdrawn. A special subcommittee on the use of AI and health and medical data was launched alongside it, with 13 experts drawn from civil society, the health and medical field, industry, the legal profession, ethics, research and government. It will prepare recommendations for improving consent procedures, the use of pseudonymised information and committee review procedures. Both subcommittees plan to have their recommendations ready within this year.
