서울 서초구가 9월 1일부터 미취업 청년의 자격증 응시료를 지원합니다. 서초구에 사는 만 19~39세 미취업 청년이 대상이고, 1인당 연간 최대 20만원을 받을 수 있습니다. 연간 한도 안에서는 신청 횟수에 제한이 없습니다. 구는 추가경정예산 1억원을 확보해 3·4분기에 250명씩 500명을 더 지원하기로 했고, 기존 예산까지 더하면 850여 명이 받을 수 있습니다. 3분기 신청은 9월 1일부터 30일까지이고, 신청은 구청 홈페이지에서 합니다.
Translation
Seocho-gu in Seoul will support the exam fees of unemployed young people for qualifications from September 1. The support is for unemployed people aged 19 to 39 living in Seocho-gu, and each person can receive up to 200,000 won a year. There is no limit on how many times someone can apply within that yearly ceiling. The district secured 100 million won in a supplementary budget to support an additional 250 people in each of the third and fourth quarters, 500 in total, and together with the existing budget about 850 people will be able to receive it. Applications for the third quarter run from September 1 to 30, and are made through the district office website.

부터 marks where something starts and 까지 where it ends, and the pair works for both time and place. Application notices are built out of it, because a deadline is the single most important thing they carry. Note that 까지 on its own can also mean 'even', as in 나까지 (even me), so context decides which reading you take.

-(으)ㄹ 수 있다can, to be able to
-(으)ㄹ 수 있다 states possibility or permission, and its negative is -(으)ㄹ 수 없다. In policy writing it usually means 'is eligible to' rather than 'is capable of': 받을 수 있습니다 says the rules allow you to receive it, not that you are physically able to. Reading it as ability rather than entitlement is a common way to misread a support scheme.

에 marks what the limit applies to, and 없다 denies its existence. The sentence in this lesson has two limits pulling against each other, which is exactly why it is worth reading slowly: there is a ceiling on the amount, and no ceiling on the number of applications. Korean puts the condition first with 안에서 (within), so the restriction is stated before the freedom.

Within the yearly ceiling there is no limit on the number of applications.
