국가데이터처가 8월 26일 발표한 7월 국내인구이동통계에 따르면 지난달 전국 이동자 수는 46만7840명이었습니다. 1년 전 같은 달보다 8만6000명, 15.5% 줄어든 것으로 나타났고, 7월 기준으로는 2022년 이후 4년 만에 가장 적습니다. 인구 100명당 이동자 수를 뜻하는 인구이동률도 10.8%로 1년 전보다 2.0%포인트 낮아졌습니다. 5~6월 주택 매매량이 0.9% 줄고 아파트 준공 실적이 60.5% 감소한 것이 이동자 감소의 요인으로 꼽힙니다. 지난해 7월에 이동자가 8.1% 늘었던 기저효과도 함께 작용했습니다.
Translation
According to the July internal migration statistics released by 국가데이터처 on August 26, the number of people who moved within the country last month was 467,840. That is 86,000 fewer than in the same month a year earlier, a fall of 15.5 percent, and for a July it is the lowest in four years, since 2022. The migration rate, meaning the number of movers per 100 people, also fell to 10.8 percent, 2.0 percentage points lower than a year earlier. A 0.9 percent fall in housing sales in May and June and a 60.5 percent fall in apartment completions are cited as reasons for the drop in movers. A base effect also played a part, because movers had risen 8.1 percent in July last year.

N을/를 뜻하다to mean N
뜻하다 defines a term inside the sentence that uses it, which is how Korean reporting explains a statistic without a glossary. The definition sits in a modifying clause before the term: 인구 100명당 이동자 수를 뜻하는 인구이동률. English would put the definition after the term in a comma clause, so the order has to be flipped when you translate.

%포인트percentage point
A change between two percentages is measured in 퍼센트포인트, written %포인트, not in percent. Going from 12.8 percent to 10.8 percent is a fall of 2.0 percentage points, which is a much larger claim than a fall of 2.0 percent would be. Korean statistical writing is strict about the distinction, and confusing the two is the fastest way to misstate a figure.
