Korean Police to Require Officers to Report Any Case Inquiry, Starting in October

경찰청은 20일 ‘개정 형사소송법 후속 조치 태스크포스’ 3차 회의를 열고 사건 문의와 청탁을 막는 방안을 논의했다고 밝혔습니다. 앞으로 경찰관은 사건과 관련된 문의를 받으면 무조건 신고해야 합니다. 문의를 받은 수사관은 소속 청문감사인권관에게 신고하게 됩니다. 사건 문의를 금지하는 대상도 기존의 직원 사이에서 선임서를 내지 않은 변호사와 사무장 등 사건 관련 외부인까지 넓어집니다. 사건을 문의한 경찰관뿐 아니라 문의를 받고도 신고하지 않은 경찰관도 징계 대상이 됩니다. 경찰은 오는 10월부터 이 방안을 시행할 계획입니다.

Translation

The National Police Agency said that on the 20th it held the third meeting of its task force on follow-up measures to the amended Criminal Procedure Act, and discussed ways to block case inquiries and improper requests. From now on, when a police officer receives an inquiry about a case, they must report it without exception. An investigator who receives such an inquiry reports it to the audit and human rights officer of the unit they belong to. The range of people barred from making case inquiries also widens from fellow staff members to outsiders connected to a case, such as lawyers who have not submitted a letter of appointment and their clerks. Not only the officer who made the inquiry but also an officer who received one and failed to report it becomes subject to disciplinary action. The police said they plan to put this into effect from October.

Grammar points

-아야/어야 하다must ~, have to ~

Attached to a verb stem, -아야/어야 하다 states an obligation: something is required, not merely advisable. The vowel is 아 after ㅏ/ㅗ and 어 elsewhere, and 하다 verbs become 해야 하다. The article uses it for the new duty: 신고해야 합니다 — 'they must report it'.

Example: 회의 전에 서류를 내야 합니다.

You have to submit the documents before the meeting.

-뿐 아니라not only ~ (but also)

After a noun, -뿐 아니라 says that what follows is included as well as the noun already mentioned. It is common in news writing when a rule reaches further than a reader would expect: 문의한 경찰관뿐 아니라 … 신고하지 않은 경찰관도 — 'not only the officer who made the inquiry but also the officer who failed to report it'. The second item usually carries 도.

Example: 학생뿐 아니라 선생님도 함께 왔습니다.

-(으)ㄹ 계획이다plan to ~

-(으)ㄹ 계획이다 attaches to a verb stem and reports a plan that has been made but not yet carried out. News writing prefers it to a plain future tense because it marks the action as still unrealised: 시행할 계획입니다 — 'they plan to put it into effect', which is not the same as saying it has happened.

Example: 다음 주에 결과를 발표할 계획입니다.

They plan to announce the results next week.
