정부, 수도권 주택 23만 호 추가 공급…착공까지 68개월을 37개월로

The Government Will Add 230,000 Homes in the Capital Region and Cut the Wait to Groundbreaking From 68 Months to 37

국토교통부와 금융위원회, 국무조정실, 재정경제부가 8월 13일 ’전월세 및 매매시장 안정을 위한 주택 신속공급 방안’을 함께 발표했습니다. 정부는 수도권에서 23만 호 이상의 주택을 추가로 공급하기로 했습니다. 공공택지는 후보지 발표부터 착공까지 걸리는 기간을 68개월에서 37개월로 단축합니다. 이를 통해 3기 신도시 등 기존 택지지구의 착공 시기를 1~2년 이상 앞당겨 8만 9000호를 조기에 착공합니다. 또 역세권처럼 입지가 우수한 곳에 신규 공공주택지구를 지정해 10만 호 이상을 공급합니다. 서울과 경기에서는 2027년 안에 착공할 경우 프로젝트파이낸싱 대출 이자를 1%포인트, 2028년에 착공할 경우 0.5%포인트를 재정으로 보조합니다.

Translation

On August 13 the Ministry of Land, Infrastructure and Transport, the Financial Services Commission, the Office for Government Policy Coordination and the Ministry of Finance and Economy jointly announced a 'plan for the rapid supply of housing to stabilise the rental and sale markets'. The government will supply more than 230,000 additional homes in the capital region. For public land developments, it will cut the time from the announcement of a candidate site to groundbreaking from 68 months to 37. Through this it will bring forward groundbreaking at existing land-development districts, including the third-phase new towns, by a year or more and start work early on 89,000 homes. It will also designate new public housing districts in well-located places such as station areas, supplying more than 100,000 homes. In Seoul and Gyeonggi, projects that break ground within 2027 will receive a fiscal subsidy of 1 percentage point on project-financing loan interest, and those breaking ground in 2028 will receive 0.5 percentage points.

The particle 로 marks the end state of a change, so 68개월에서 37개월로 단축한다 lays out the before and after in one line. 에서 gives the starting value and 로 the arriving one; swap them and the sentence claims the opposite. Policy writing uses this pair constantly because a target only means something next to its baseline.

Example: 처리 기간을 30일에서 10일로 줄였습니다.

The processing period was cut from 30 days to 10.

이를 통해through this, by this means

A connector that points back at the whole previous sentence and makes it the means for what follows. Korean policy documents are built out of these links, because each measure has to be shown producing an outcome. 이를 통해 needs a real antecedent — if the sentence before it named no action, the reader has nothing to attach it to.

A formal conditional built on the noun 경우 ('case'). Unlike -(으)면, which can carry any degree of likelihood, 경우 frames the condition as one branch of a rule being laid out — which is why regulations use it to separate tiers, as with the 2027 and 2028 groundbreaking dates and their different subsidy rates.

Example: 기한을 넘길 경우 신청이 취소됩니다.

In the case that the deadline passes, the application is cancelled.
