Korean Banks Tighten Lending as Household Loans Jump 7.6 Trillion Won

6월 말 예금은행 가계대출 잔액은 5월 말보다 7조 6000억 원 늘어 1년 10개월 만에 최대 월간 증가폭을 기록했습니다. 이 가운데 절반이 넘는 4조 3000억 원이 주택담보대출이었습니다. 이러한 증가는 다주택자 양도소득세 중과 시행을 앞두고 매매 물량이 늘어난 데다, 수도권 집값 상승으로 주택 구입 관련 대출 수요가 커진 데 따른 것으로 분석됩니다. KB국민은행은 7월 10일부터 수도권·규제지역 여부와 관계없이 주택담보대출 한도를 일괄 3억 원으로 낮췄습니다. 다른 시중은행들도 대출모집인을 통한 대출을 한시적으로 중단하거나 모기지보험 가입을 제한하는 등 문턱을 높였습니다. 은행들이 선제적으로 한도를 조인 것은 증가세가 이어질 경우 올해 대출 한도가 연말 전에 소진될 가능성이 크다고 봤기 때문입니다.

Translation

At the end of June, the outstanding balance of household loans at deposit-taking banks was 7.6 trillion won higher than at the end of May, the largest monthly increase in one year and ten months. More than half of that, 4.3 trillion won, was mortgage lending. The rise is attributed to the volume of property put up for sale growing ahead of the introduction of heavier capital gains taxation on owners of multiple homes, on top of which demand for home-purchase borrowing rose as housing prices in the capital region climbed. KB Kookmin Bank lowered its mortgage limit to a uniform 300 million won from July 10, regardless of whether the property is in the capital region or in a regulated zone. Other commercial banks have also raised the bar, suspending loans arranged through brokers for a limited period or restricting sign-ups for mortgage insurance. The banks tightened their limits preemptively because they judged that, in the event that the upward trend continues, this year's lending quota would very likely be used up before the end of the year.

Grammar points

-(으)ㄴ/는 데다on top of the fact that

A formal additive connective: the second clause is added to the first, and the two together produce the result. Attach 는 데다 to a present-tense verb and -(으)ㄴ 데다 to an adjective or a past-tense verb (늘어난 데다). It is stronger than a plain 그리고 because it signals that the causes are piling up; 가 is often added (데다가). Note that 데 here is the bound noun 'point/case', so it is written as a separate word.

Example: 값이 오른 데다 수요까지 늘어 거래가 활발합니다.

On top of prices going up, demand has grown as well, so trading is brisk.

-(으)ㄴ/는 데 따른 것으로 분석되다is attributed to

A set phrase of news and report writing used to give a cause without asserting it as the writer's own claim. The cause is nominalised with -(으)ㄴ/는 데 ('the fact of'), 에 따른 것 marks it as what the outcome follows from, and the passive 분석되다 presents it as somebody's analysis. Swapping 분석되다 for 보이다 or 풀이되다 changes only how confident the attribution sounds.

Example: 매출 증가는 관광객이 늘어난 데 따른 것으로 분석됩니다.

The rise in sales is attributed to an increase in tourists.

N 여부와 관계없이regardless of whether N

여부 is an abstract noun meaning 'whether or not something is the case', so N 여부 turns a noun into the question 'whether it is N'. Adding 와/과 관계없이 ('without relation to') states that this question makes no difference to what follows. It belongs to formal written and official Korean, where 상관없이 is the everyday equivalent and 에 관계없이 also occurs. To take a whole clause rather than a bare noun, use -는지 여부: 신청했는지 여부와 관계없이.

Example: 박물관은 예약 여부와 관계없이 오후 6시에 문을 닫습니다.

The museum closes at 6 p.m., regardless of whether you have a reservation.

-(으)ㄹ 경우in the event that

Introduces a hypothetical condition in formal written Korean, where speech would use -(으)면. 경우 is the noun 'case', so the form literally frames the clause as 'in the case where …'. It suits rules, forecasts and risk statements, and the following clause usually states a consequence or a judgement rather than a wish or a request.

Example: 비가 계속 올 경우 행사는 연기됩니다.

In the event that the rain continues, the event will be postponed.
