Gimhae Seobu Police Station announced on 17 September that it had referred seven people, including a teenager identified as A, to prosecutors without detention on charges of special assault and special intimidation. In September last year and June this year, in an area of Gimhae with a large foreign population, the group followed foreigners riding motorbikes with no licence plates, demanded to see their ID and threatened to 'report them to the police'; they were found to have assaulted or threatened victims five times in all, including kicking the motorbikes. The victims either ran away in fear or could not understand Korean well, so there was no financial loss. Yangsan Police Station, meanwhile, referred two men in their twenties, including one identified as B, to prosecutors in custody on charges including joint extortion under the Punishment of Violences Act. Between June and July, in an area of Yangsan with many foreign residents, B and the other man are accused of blocking the path of foreign riders in the same way, threatening to 'report them for having no plate', and taking money and goods worth 2 million won over 24 incidents. After receiving intelligence that such crimes were happening in areas with concentrated foreign populations, police set up a dedicated investigation team in July and secured victims' statements and evidence.

-(으)ㄴ 혐의를 받다to be accused of ..., to face the charge of ...
혐의 is the charge or suspicion, and 받다 makes the suspect its recipient: 금품을 빼앗은 혐의를 받다, to be accused of taking money and goods. The clause before 혐의 is in the past modifier -(으)ㄴ. This is the standard way to state an allegation before any verdict.

-거나 links two alternative actions or states: 달아나거나 알아듣지 못하다, run away or fail to understand. Unlike 또는 (used between nouns), -거나 attaches to a verb or adjective stem. Here it lists the two reasons no money changed hands.
