정부, 반도체·이차전지·바이오 규제 완화…4조 2800억 원 투자 물꼬

On August 13, at an emergency economic headquarters meeting doubling as a ministerial meeting on economic affairs, chaired by Deputy Prime Minister and Minister of Finance and Economy Koo Yun-cheol, the government announced a 'field-centred plan to support corporate investment and innovation'. The main projects in the plan come to about 4.28 trillion won in total: 100 billion won for secondary batteries, 2.5 trillion won for the Yongin semiconductor cluster, 800 billion won for semiconductor demonstration facilities, 530 billion won for bio and 350 billion won for food. Industries related to secondary-battery recycling will be allowed to move into the Gumi and Pohang national industrial complexes. For industrial complexes above a certain area, the government will push to amend the Building Act so that buildings being expanded can obtain a separate permit apart from the existing building permit, and the safety inspection period for expanding the city gas supply to a semiconductor fab will be cut from seven days to three. Green space owned by the city of Cheongju inside the Ochang science industrial complex will be redesignated as industrial land to support factory expansion connected to existing manufacturing facilities. Six advanced strategic industries — semiconductors, secondary batteries, displays, bio, robotics and defence — will adopt performance-based fire-safety design using computer simulation, and the government plans to release a second investment package in the third quarter.
