Korea Finalizes 2026 Tax Reform: Tougher Property Tax, Revenue Seen Rising Over 3.4 Trillion Won by 2031

재정경제부는 8월 3일 세제발전심의위원회를 열어 ’2026년 세제개편안’을 확정·발표했습니다. 개편안에는 종합부동산세 과세를 강화하는 한편, 비과세·감면 제도는 정비하는 내용이 담겼습니다. 부동산 세제는 ’실거주 중심’을 원칙으로 하며, 과세표준 산정에 쓰이는 공정시장가액비율은 현행 60%에서 2028년까지 최대 80%로 단계적으로 상향 조정됩니다. 보유 주택 시가가 약 20억원 이하인 1세대 1주택자는 실제 거주 여부와 관계없이 종합부동산세를 내지 않게 되는 데 반해, 시가 40억원대 고가 주택의 세율은 다주택자 수준으로 인상됩니다. 정부는 이번 개편에 따라 2031년까지 세수가 3조 4000억원 이상 늘어날 것으로 추산했습니다. 개편안은 입법예고를 거쳐 9월 3일 국회에 제출될 예정입니다.
Translation
On August 3rd the Ministry of Finance and Economy (재정경제부) convened its tax policy deliberation committee (세제발전심의위원회) and finalised and announced the "2026 Tax Reform Plan." The plan strengthens taxation under the comprehensive real estate holding tax, while also overhauling the system of tax exemptions and reductions. Property taxation is built on the principle of "residence first": the fair market value ratio used to calculate the tax base will be revised upward in stages from the current 60% to as much as 80% by 2028. A single-home household whose home is worth roughly 2 billion won or less will pay no comprehensive real estate holding tax regardless of whether they actually live in it, whereas the tax rate on high-priced homes valued in the 4 billion won range will be raised to the level applied to owners of multiple homes. The government estimates that, as a result of this reform, tax revenue will grow by more than 3.4 trillion won by 2031. After a period of advance legislative notice, the plan is scheduled to be submitted to the National Assembly on September 3rd.

The standard news frame for an official projection: a clause about the future is nominalised with -(으)ㄹ 것 and marked with -으로 before a verb of estimating or forecasting (추산하다, 전망하다). Using it signals that the figure is an estimate, not a settled outcome.
Example: 연구진은 참가자가 만 명을 넘을 것으로 추산했습니다.
The research team estimated that the number of participants would exceed ten thousand.
