Grammar points
N 미만 / N 이상under N / N and above
미만 and 이상 draw the edges of a band, and the edge itself belongs to only one of them: 이상 takes the number in, 미만 leaves it out. So 10% 이상 20% 미만 covers exactly 10 percent but stops short of 20 percent, and nothing is counted twice when the next band starts at 20 percent. 이하 is the other inclusive edge, the mirror of 이상, and it is worth keeping apart from 미만 when a threshold decides who qualifies.
Example: 10% 이상 20% 미만인 기업은 26곳에서 50곳으로 늘었습니다.
Companies between 10 and 20 percent rose from 26 to 50.
N에는 못 미치다to fall short of N, to not reach N
못 미치다 says a figure came up short of a benchmark, and the benchmark takes 에 — here 에는, with 는 added to set it against what was said just before. It is not the same as 낮아지다: 낮아지다 compares a figure with its own past, while 못 미치다 compares it with someone else's level. Reports use it to concede that a rise happened and still mark the gap.
Example: 37개 금융사의 남성 육아휴직률은 6.2%에서 9%로 높아졌지만 100대 기업 평균에는 못 미쳤습니다.
At the 37 financial firms the rate for men rose from 6.2 percent to 9 percent, but stayed below the average for the 100 largest companies.
-았/었지만did, but
-지만 joins two clauses that pull against each other, attaching straight to the stem, and with 았/었 in front it sets a completed fact against what follows. Unlike 하지만, which starts a new sentence, -지만 keeps both halves inside one sentence, so the concession and the qualification are read together. Statistical writing needs that shape constantly, because a number can rise and still miss a mark.
Example: 남성 육아휴직률은 6.2%에서 9%로 높아졌지만 평균에는 못 미쳤습니다.
The rate for men rose from 6.2 percent to 9 percent, but stayed below the average.
