With strong, heavy rain forecast across the province from the 15th to the 17th, South Gyeongsang Province passed 'the governor's special instructions on preparing for heavy rain, 15-17 August' to the relevant departments and its 18 cities and counties, and moved to an all-out response footing. Expected rainfall was 50 to 150mm inland, 100 to 200mm in places with the most rain such as the western south coast and around Jirisan, and more than 250mm at the maximum, with the rain continuing for three days. The province placed personnel and equipment forward at locations where lives could be at risk — areas vulnerable to landslides, steep slopes, riversides, underpasses and low-lying ground — so that there would be no gap in the response even at night and before dawn, and it ordered pre-emptive closures and evacuations wherever danger was expected. It also strengthened safety checks on those most exposed in a disaster, such as older people living alone and people with disabilities, and had emergency contact lists and evacuation arrangements for resident evacuation support teams checked in advance. In areas damaged by last year's large wildfires, it decided to watch conditions on the ground closely so that further damage such as soil runoff and landslides would not occur. A provincial official asked residents to stay away from dangerous places such as riversides, valleys and underpasses during heavy rain, and to move promptly when told to evacuate.
