Meaning

N(으)로 선정되다 says that something or someone has been picked and designated as N. It is the passive of 선정하다 (to select, to designate), so the subject is the one that got picked, and the (으)로 phrase names what it was picked to be — a prize, a title, a post, a category. The selectors are left out of the sentence entirely: an award, a shortlist or an appointment is announced as a finished decision, with the committee behind it understood rather than stated. Because 선정 implies a deliberate procedure that ended in a result, the sentence reports something that happened at a moment and can be dated, not a standing reputation.
Form
Attach (으)로 to the noun naming what the subject was chosen to be — 로 after a vowel or a ㄹ-final noun, 으로 after any other consonant: 수상작으로 선정되다, 후보로 선정되다, 우수기업으로 선정되다. The thing chosen is the subject and takes 이/가 or 은/는. 선정되다 is the 하다 → 되다 passive of the Sino-Korean noun 선정, so from there it conjugates like any ordinary 다 verb: 선정됩니다, 선정됐습니다, 선정될 예정입니다, and the modifier 선정된. To name the selectors, Korean switches to the active 선정하다 with them as the subject rather than adding an agent phrase to 선정되다.

Common mistakes & nuance
The (으)로 phrase can be dropped when the news is only that a selection took place — 봉사자 열 명이 심사를 거쳐 선정됐습니다 says ten volunteers were selected, after screening, and never says as what. The pattern here is what adds the designation. Do not read this 로 as the particle's means sense: 전문가로 선정됐다 is 'was selected as an expert', never 'was selected by an expert'. And keep the verb written as one word, 선정되다, not 선정이 되다.

Very close in shape and easy to swap by mistake, but they report different things. 선정되다 is the outcome of an actual selection — somebody decided, and there is a moment when the decision was announced, which is why award and designation news uses it. 꼽히다 is the passive of 꼽다 (to count off, to name), and reports that something is widely counted among a group or named as an example; nobody decided anything, and there is no date. A film 수상작으로 선정됐다 won; a film 최고의 작품으로 꼽힌다 is simply regarded that way.

-되다 is the general Sino-Korean passive — swap 하다 for 되다 and the doer drops out of the sentence — and 선정되다 is one of the verbs it produces.
