Meaning

A formal, impersonal pattern used mainly in news and reports to state a forecast: 'is expected to ~' / 'is predicted that ~.' It presents the prediction as coming from data or an outside assessment rather than the speaker's personal opinion, which is why it appears constantly in news but rarely in casual conversation.
Form
Verb stem + -(으)ㄹ 것으로 예상되다: use -ㄹ 것으로 예상되다 after a vowel-final stem, -을 것으로 예상되다 after a consonant-final stem (이용하다 → 이용할 것으로 예상됩니다, 늘다 → 늘 것으로 예상됩니다, with the stem-final ㄹ dropped). The active counterpart 예상하다 ('to expect/predict') is used when a specific subject is stated, e.g. 전문가들은 ~을/를 것으로 예상한다 ('experts predict that ~').

Common mistakes & nuance
This pattern is almost exclusively written/news register. In everyday speech, Koreans would more likely say something like -(으)ㄹ 것 같아요 ('I think it will ~') instead.

Both are formal forecast patterns and often interchangeable, but 보이다 ('appears/seems') is slightly softer and more observational — based on visible signs — while 예상되다 ('is expected') leans more toward a definite forecast, often based on data or calculation.
